Seohae-gu warns of financial crisis over 58.1 billion won settlement
Gu Jae-yong, the head of Incheon’s Seohae-gu, has warned of a potential administrative paralysis due to a severe financial crisis. During a press conference marking his first 100 days in office, Gu stated that the district is facing a shortage of approximately 25.9 billion won in essential operating expenses for the second half of the year.
The crisis stems from the recent administrative restructuring that created Geomdan-gu. Seohae-gu reportedly pre-spent 58.1 billion won on projects intended for the Geomdan area to ensure the new district's smooth launch, but has yet to be reimbursed. Gu warned that if these funds are not settled, the district may run out of available cash by late November, potentially making it impossible to pay civil servant salaries or fund waste management and welfare services by December.
Gu has requested that Incheon Metropolitan City intervene and facilitate the settlement. He indicated that if Geomdan-gu fails to provide a clear roadmap for repayment, Seohae-gu will pursue legal action through the city’s dispute mediation committee, administrative appeals, or litigation.
