Seongnam City Council reinstates Youth Basic Income ordinance

The Seongnam City Council has passed two significant ordinances, including the reinstatement of the ‘Seongnam City Youth Basic Income’ program, which was abolished three years ago. The ordinance, proposed by Representative Yoon Hye-seon, aims to support the economic independence of 24-year-old residents through quarterly payments of local currency. The measure passed with 18 votes in favor from the Democratic Party and 14 votes against from the People Power Party.

Despite the council's approval, the actual implementation remains uncertain. Seongnam City officials have expressed concerns regarding budget burdens and potential overlap with other programs. This is compounded by Gyeonggi Province's policy to limit provincial subsidies to a maximum of 30%, which would increase the financial responsibility of the city. If the city administration requests a reconsideration, the ordinance would require a two-thirds majority of attending council members to pass again.

Additionally, the council passed an ordinance to support the recovery of youth victims of school violence and cyberbullying. This program will provide comprehensive support, including psychological counseling, mental health services, medical referrals, and legal assistance for affected adolescents.
