Seongnam Mayor criticizes Ministry of Land for delaying Bundang reconstruction

Seongnam Mayor Shin Sang-jin has issued a strong protest against the Ministry of Land, Infrastructure and Transport (MOLIT) regarding new guidelines for the Bundang reconstruction project. The Ministry recently notified five municipalities in the first-generation new cities that a traffic impact assessment must be conducted before designating special maintenance zones if district unit plans are being changed simultaneously.

Mayor Shin argues that this sudden change in instruction contradicts the government’s goal of accelerating housing supply. Implementing this assessment at the current stage would add at least three to four months to the process, making it nearly impossible for Seongnam to designate the planned 13,429 units as special maintenance zones within this year.

Furthermore, the Mayor warned of a domino effect: if this year’s designations are delayed until next year, they may clash with annual maintenance volume limits, potentially preventing an additional 10,000 units scheduled for next year from receiving designation. The city maintains that traffic impact assessments are more appropriately conducted during the ‘business implementation plan approval’ stage, once specific building layouts and vehicle access routes are finalized.
