Seoul Enhances Cheonggyecheon Patrols and Prepares Fines for Illegal Bathing and Coin Theft

The Seoul Metropolitan Government is strengthening management of the Cheonggyecheon river after a series of illegal activities, including public bathing and the unauthorized collection of coins from the wish‑stone area. Starting on 30 May, a dedicated patrol officer has been stationed at the Palseokdam and Gosan‑jagyo sections, while 40 safety staff from the Seoul Facilities Corporation rotate through the entire 8.12 km stretch to monitor violations.

Additional signage and banners now warn against swimming, bathing, smoking, drinking and damaging facilities. A multilingual campaign, in partnership with travel agencies and tourism operators, will promote correct usage to domestic and foreign visitors. The city is also reviewing the Cheonggyecheon Use Ordinance to create a legal basis for issuing fines, aiming to provide swift on‑site enforcement.

“Cheonggyecheon is a key leisure space for citizens and tourists; illegal and nuisance behavior must not inconvenience users,” said Jung Sung‑guk, director of Seoul’s Water‑Circulation Safety Division.
