Seoul housing supply plans face delays amid ministerial change
Efforts to expand housing supply in Seoul and the metropolitan area face potential delays and administrative shifts. Negotiations between the Seoul Metropolitan Government and the Ministry of Land, Infrastructure and Transport regarding alternative supply sites—such as Camp Kim and the Tancheon area—have been disrupted by a change in the Ministry's leadership. While the two parties had been discussing specific measures, including increasing redevelopment floor area ratios to boost supply from 87,000 to approximately 130,000 units, the ministerial transition may require a re-evaluation of these plans.
In a separate effort to bolster the sector, Prime Minister Han Seong-sook met with major construction and development firms, including GS E&C and DL E&C, to address bottlenecks in housing supply. The discussions focused on shortening permit processes through one-stop reviews and normalizing project financing (PF). Industry representatives requested streamlined procedures for architectural and environmental reviews, as well as improved financial support for bridge loans and main PF to ensure that planned projects move toward actual construction.
