Seoul launches '모두의카드' transport rebate card on Sep 1, expanding youth eligibility to age 39

Seoul’s Metropolitan Government and the Ministry of Land, Infrastructure and Transport announced that the new “모두의카드” (All‑Card) – branded as the “기후동행패스” – will replace the city’s climate‑co‑travel card on 1 September. The card integrates Seoul‑specific fare‑rebate benefits into the national 모두의카드 system.

Key changes include expanding the youth eligibility range from ages 19‑34 to 19‑39, allowing residents aged 35‑39 to receive the 30 % refund rate previously reserved for younger users. The basic refund rate remains at 20 %. The system automatically applies the more advantageous of a rate‑based or fixed‑amount refund, so users need not choose a plan. Other groups—large families, seniors, low‑income households—receive differentiated rates.

Existing 카드 holders do not need to obtain a new card; the Seoul‑specific benefits will be applied automatically based on registered address and age. The 30‑day climate‑co‑travel card’s final charge date is extended to 31 August, with prepaid cards usable until 29 September and post‑paid cards until 30 September to avoid a benefit gap. Subscription to the card surpassed 600 000 users in late July, up from 500 000 in April.

Officials such as Minister Kim Yun‑deok, Committee Chair Kim Yong‑seok, and Seoul Deputy Mayor Jeong‑sun‑ho highlighted the launch as a step toward continued affordable and convenient public‑transport welfare for Seoul residents.
