Sequim police arrest man following apartment explosion

Authorities in Sequim have arrested a 30-year-old man, identified in jail records as Collin L. Winans, in connection with an explosion that occurred at an apartment on West Cedar Street last weekend. Investigators report that an object was thrown through an open window, exploding near three people inside the residence.

The blast injured a man in his 40s, who was airlifted for medical treatment. Winans faces charges including first-degree arson, first-degree assault, and possession or control of explosive devices. The investigation involved the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Washington State Patrol Crime Scene Response Team to determine the nature of the device used.
