Serbia and Bosnia Propose Draft Laws on Tax Agency Vetting and Workplace Harassment

Serbia introduced a draft amendment to its tax procedure law that would allow the Security‑Information Agency (BIA) to conduct background checks on candidates for the Tax Administration before a final hiring decision is made. The proposal also mandates civil servants to avoid displaying political symbols at work and treats violations as serious disciplinary offences.

In the Federation of Bosnia and Herzegovina, legislators presented a draft law aimed at protecting employees from workplace harassment and mobbing. The bill defines various forms of abuse, guarantees protection for complainants and witnesses, and sets penalties for perpetrators and negligent employers. Support comes from the “Stop mobbing” association, trade unions and some parliamentarians who urge prompt adoption.

Both drafts reflect regional efforts to tighten oversight of public sector hiring and improve labour‑rights protections.
