Serbia fails to implement most GRECO anti-corruption recommendations

The Group of States against Corruption (GRECO) has expressed concern regarding Serbia's progress in implementing anti-corruption measures. According to a new evaluation report, Serbia has satisfactorily implemented only three out of 24 recommendations, while ten were partially implemented and 11 remain unaddressed.

While the adoption of the National Anti-Corruption Strategy for 2024–2028 was noted as progress, the report highlights significant gaps. There is still no specific strategic document to prevent corruption among high-ranking executive officials, nor has a code of conduct been adopted for such individuals. Furthermore, no document exists to define behavioral standards for the President of the Republic.

The report also points to deficiencies in integrity checks for ministerial appointments, cabinet chiefs, and advisors. Additionally, the Anti-Corruption Agency lacks sufficient human resources and has yet to formalize cooperation with the Serbian government. The report notes that parliamentary immunity for government members still does not exclude corruption-related offenses.
