Serbia proposes property law changes amid high registration demand
The Serbian government has submitted proposed amendments to the Law on Special Conditions for the Recording and Registration of Real Estate to the National Assembly. A key change targets family houses exceeding 400 square meters; for these properties, land development contributions will be calculated specifically for the area exceeding the 400-square-meter threshold, distinguishing them from commercial objects.
Regarding the implementation of the current law, known as ‘Svoj na svome’, Đorđe Milić, acting director of the Agency for Spatial Planning and Urbanism, reported significant progress. He estimated that approximately 320,000 objects could be registered within 28 weeks—a volume comparable to the total number of registrations over the previous 28 years. To date, more than 2.6 million requests have been received through the digital portal, which remains open for applications until October 24.
The initiative aims to resolve the issue of unregistered buildings and informal construction through a process of formalization and registration, a method Milić noted has been utilized in several European and Mediterranean countries.
