Serbia to implement new parent-caregiver status and benefits

Starting October 1, 2026, Serbia will implement the Law on Parent-Caregivers and Caregivers, providing a systemic framework for individuals unable to maintain regular employment due to the intensive care of children or adults with severe disabilities.

Eligible individuals can receive a monthly compensation of 65,000 dinars. This status also includes the payment of pension, disability, and health insurance contributions, allowing caregivers to qualify for a pension under general conditions once they meet the requirements. The Ministry of Labour, Employment, Veteran and Social Affairs stated that this compensation will not affect existing or future social benefits received under the Law on Social Protection.

To qualify, the caregiver must be an adult, reside at the same address as the person requiring care, and live in the same household. They must be capable of providing necessary care but cannot be employed, self-employed, or engaged in any professional activity. A prerequisite for applying is that the person requiring care must have already established the right to an increased allowance for care and assistance from another person. Applications can be submitted electronically or through social work centers.
