Kosovo declares Serbian Telecom Director Vladimir Lučić persona non grata

On 7 August 2026 Kosovo’s interior minister Xhelal Sveçla signed a decision under Kosovo’s Law on Foreigners that permanently bans Serbian citizen Vladimir Lučić, director of Telekom Srbija, from entering, transiting through, or staying in Kosovo. The ban was justified by Lučić’s public statements, which authorities said threaten Kosovo’s sovereignty, territorial integrity and constitutional order, especially regarding electronic communications and telecom infrastructure. The decision took effect immediately.

Lučić had earlier announced plans to build six new Telekom Srbija sites in Kosovo‑Metohija, citing locations such as Parteš, Pasjane and other Serb‑majority areas. He later said he had not received an official notice of the ban and would contest the measure by legal means.
