Serie A introduces new referee directives to combat time-wasting

Serie A is implementing new referee directives aimed at increasing effective playing time and reducing time-wasting tactics. Following guidelines from IFAB, the new regulations introduce several strict measures to improve game fluidity.

To combat delays, officials will implement a five-second countdown for throw-ins and goal kicks. Exceeding this limit will result in the restart being reversed or a corner kick being awarded to the opposing team. Additionally, players must complete substitutions within ten seconds of the board being displayed; failure to do so will prevent the substitute from entering until the next stoppage in play.

Medical procedures are also being regulated. Any player receiving medical treatment on the pitch must remain off the field for one minute, with exceptions for goalkeepers or specific foul circumstances. Regarding fair play, if a teammate kicks the ball out to stop play for an injured player, that player must exit the field for one minute.

The scope of VAR (Video Assistant Referee) has been expanded. In addition to checking for simulations in the penalty area or mistaken identity during cautions, the technology can now be used to revoke a second yellow card that was issued in error. Furthermore, a “silent check” will be utilized to quickly correct erroneously awarded corner kicks before play resumes.
