Abdou Karim Fofana testifies before Senegalese parliamentary inquiry
Abdou Karim Fofana, former Minister of Commerce and former Director General of the State Built Heritage Management Agency (AGPBE), testified before a parliamentary commission of inquiry regarding the management of state public funds and real estate assets. The hearings, marked by tense exchanges with lawmakers, focused on the legality of administrative procedures, the allocation of public markets, and the management of state-owned properties.
Key areas of investigation include the legality of various leases, the absence of certain approval decrees, and specific real estate dossiers such as the Cité Fann Résidence, Dak Tower, and the 40 villas in the Mamelles area. Fofana defended his record by citing technical legal frameworks and regulatory texts, arguing that his management complied with existing laws. He specifically contested accusations regarding the Dak Tower project and the acquisition of high-end villas, which he characterized as a political trial.
In a separate but related inquiry into public revenue, officials from the General Directorate of Taxes (DGID) were also questioned regarding tax recovery procedures, exemptions, and the management of files involving major entities such as Addax Énergie and Barrick Gold.
