Seydina Mouhamadou Malal Diallo calls for parliamentary reform

Constitutional law expert Seydina Mouhamadou Malal Diallo is calling for a restructuring of parliamentary support to prevent repeated censures and inadmissibility rulings by the Constitutional Council.

Diallo argues that frequent legal errors stem from a lack of mastery regarding the Constitution, national laws, and the internal regulations of the National Assembly. He warns that when these technical failures recur, political power struggles may overshadow the rule of law, potentially damaging the institution's credibility and creating a public perception of legislative improvisation.

To address this, Diallo proposes professionalizing the role of parliamentary assistants. He suggests they should move beyond administrative duties to provide specialized legal analysis and support for bills and amendments. He also emphasizes the need for continuous training for deputies in areas such as legislative drafting, constitutional law, and parliamentary procedure.
