Shandong Province Aims to Attract 10,000 AI One‑Person‑Company Innovators by 2029

The Shandong provincial government, together with twelve other departments, issued an action plan to boost the development of artificial‑intelligence One‑Person‑Company (OPC) enterprises. The plan targets the creation of about 100 specialised innovation hubs, the cultivation of roughly 1,000 technology‑leading startups and the aggregation of 10,000 high‑quality AI OPC talent within three years.

Key cities such as Jinan, Qingdao and Yantai will receive coordinated support through digital‑economy parks, advertising parks, online‑media parks and incubators. Measures include expanding shared computing resources, providing data‑corpus subsidies, issuing “model‑coupons” for AI services, and upgrading platform services via the “Love Shandong” government portal. The initiative seeks to accelerate the “AI + super‑individual” entrepreneurship model and build a northern AI innovation cluster.

The plan also outlines actions to improve intellectual‑property support, streamline regulatory processes and foster a full‑chain ecosystem covering research, conversion, services and applications.
