Shanghai extends daily lottery for vehicle purchase incentives

The Shanghai Commerce Commission has extended the daily lottery system used to access vehicle purchase incentives through December 31. This mechanism regulates access to public benefits for residents participating in car scrapping or trade-in programs, which are part of a broader Chinese campaign to support the purchase of durable goods and bolster the automotive sector.

To participate, Shanghai residents must register daily between 7:00 and 22:00 via the ‘Shanghai Commerce’ WeChat platform. Applicants must have already purchased a new vehicle and possess a unified sales invoice issued in Shanghai. The system is integrated with the State Taxation Administration’s national platform to validate these invoices in real time.

Once a participant is selected through the daily draw, they can choose between incentives for scrapping an old vehicle or a trade-in (selling an old vehicle to purchase a new one). The specific subsidy amounts are determined by national regulations, while the lottery serves as a local filter to manage the high volume of eligible applicants.
