Shanghai unveils 15th Five-Year Plan to become international digital capital

The Shanghai Municipal People's Government has released the “Digital Shanghai” 15th Five-Year Plan, aiming to establish the city as a world-class “International Digital Capital” by 2030. The plan projects that the value added of Shanghai's core digital economy industries will grow from 18% of its GDP in 2025 to over 20% by 2030, with operating revenues for large-scale digital enterprises exceeding 5 trillion yuan.

Key strategic tasks include advancing the “dual 10,000 Mbps city” infrastructure, deploying 6G experimental networks, and scaling satellite internet through the “Thousand Sails Constellation.” The city also plans to build a comprehensive computing power service system integrating general, intelligent, and supercomputing capabilities, with a focus on green energy and regional synergy within the Yangtze River Delta.

To foster international cooperation, Shanghai will expand international internet exit bandwidth, facilitate cross-border data flows through a “negative list” model, and support the establishment of international data centers in key areas like Lingang and Hongqiao. The plan also emphasizes the integration of digital and real economies by promoting innovation in artificial intelligence, the metaverse, and Web 3.0.
