Shanghai unveils 15th Five-Year Plan to build trillion-level industrial clusters

The Shanghai Municipal People's Government has released its “15th Five-Year Plan” for accelerating new industrialization and building a modern industrial system. By 2030, the city aims to become an “excellent intelligent manufacturing city” through a “2+3+6+6” industrial framework.

The plan focuses on creating three trillion-level industrial clusters in integrated circuits, biomedicine, and artificial intelligence. Key objectives include increasing the proportion of industrial added value in GDP to over 20% and boosting the output of strategic emerging industries. The strategy emphasizes high-end manufacturing, such as the mass production of C919 aircraft and the development of quantum technology, 6G, and brain-computer interfaces.

In the technology sector, ByteDance is consolidating its AI office products, integrating the TRAE and Coze teams into the Doubao ecosystem to launch a unified “Doubao Work” brand. Additionally, industry movements include the transition of former OPPO overseas marketing executive Zhang Zhouchuan to DJI.
