Shein Faces FTC Investigation Ahead of Hong Kong IPO

Chinese fast‑fashion retailer Shein disclosed that its U.S. operations are under investigation by the U.S. Federal Trade Commission (FTC). The probe, confirmed by an FTC spokesperson, is a consumer‑protection inquiry, though the specific focus has not been revealed. Shein said it is cooperating with the agency.

The investigation was detailed in documents filed with the Hong Kong Stock Exchange as part of Shein’s planned multi‑billion‑dollar initial public offering. Shein warned that the outcome could require significant monetary payments, potentially harming its financial condition and operating results and affecting the IPO valuation and timeline.

Shein has previously been scrutinised over its supply‑chain labour practices, including allegations of forced labour and child labour, and it settled a 2023 California lawsuit for $700,000 over delivery delays. The Texas attorney general also opened an inquiry into the retailer’s manufacturing and supply‑chain practices. The FTC investigation adds further regulatory risk to the upcoming Hong Kong listing.
