SHEIN prepares for Hong Kong IPO amid regulatory and financial challenges
SHEIN is preparing for an initial public offering (IPO) in Hong Kong, scheduled for the week of August 20, 2026. Market analysts have provided varying valuation estimates, with some placing the company between US$35 billion and US$40 billion, while others suggest a range of US$22 billion to US$25 billion. This represents a significant decrease from the US$100 billion valuation attributed to the company in 2022.
The company faces financial headwinds, including a reported net loss of US$99 million in the first quarter of 2026 and a 39% drop in profits during 2025. Additionally, sales in its primary market, the United States, fell by 14%.
Beyond financial performance, SHEIN is navigating significant regulatory challenges. Documentation filed for the Hong Kong listing reveals six ongoing investigations that could result in fines totaling at least €3.8 billion. Four of these are in Europe, including a formal investigation by the European Commission under the Digital Services Act (DSA). The EU probe focuses on the sale of illegal products, addictive service designs, and recommendation system transparency. Under the DSA, potential fines can reach up to 6% of annual revenue.
