Shiga Bank and Ikeda Senshu HD to form Kansai's largest regional bank group

Shiga Bank and Ikeda Senshu Holdings have confirmed they are discussing a management integration aimed for April 2026. The combined entity is expected to hold total assets exceeding 14 trillion yen, surpassing the Kyoto Financial Group to become the largest regional banking group in the Kansai region.

Unlike many previous regional bank mergers focused on reducing costs through branch consolidation, this integration is characterized by minimal overlap in operating areas. Shiga Bank maintains a strong presence in Shiga and Kyoto, while Ikeda Senshu Bank is centered in Osaka and Hyogo. The banks intend to leverage this complementary structure to expand corporate networks, connecting Shiga’s manufacturing base with Osaka’s commercial and logistics hubs through business matching, M&A support, and succession services.

The move comes amid a changing financial landscape in Japan, marked by the end of negative interest rates and increasing pressure to invest in digital transformation and cybersecurity. Analysts suggest the integration is a strategic response to population decline and the need to strengthen corporate lending capabilities.
