Shropshire Council faces housing expansion and Cornovii closure

Shropshire Council is facing significant housing and financial shifts. A report recommended to the Council’s Cabinet suggests the structured closure of Cornovii Developments Ltd, a council-owned entity established in 2019 to build homes. The recommendation follows a declared financial emergency in 2025, which led the council to request approximately £121 million in Exceptional Financial Support from the government. Due to the costs associated with this borrowing, the council can no longer fund Cornovii’s activities and aims to close the company over at least 18 months to minimize financial exposure.

Simultaneously, a major residential expansion is proposed for the southwestern edge of Shrewsbury. Commercial Estates Projects has proposed a development of up to 1,400 new homes between Mytton Oak Road and the A488 Hanwood Road. A full hybrid planning application is expected by the end of 2026. This proposal comes at a time when Shropshire Council is operating without an adopted Local Plan, as the 2021 plan was overturned by legal challenge. With the council currently facing a housing land supply shortfall and rising annual housing targets, large-scale speculative planning applications are becoming more frequent.
