Sicilian prisons face crisis amid riots and overcrowding

Sicilian prisons are facing a structural crisis characterized by severe overcrowding, staff shortages, and violent unrest. Labor unions SAPPe and SINAPPe have declared a state of agitation, describing the regional penitentiary system as being in a state of collapse.

In Siracusa, tensions escalated in late August when approximately 30 inmates occupied a wing of the facility for five hours. A subsequent riot resulted in injuries to eleven prison officers. Reports indicate significant staffing deficits in Siracusa, with roughly 140 personnel absent due to illness or injury, sometimes leaving a single officer to manage four detention sections.

Overcrowding is a systemic issue across the region. Out of 23 Sicilian penitentiary institutions, 21 are operating above capacity, with a regional average of 130 percent. The most critical situation is reported in Augusta, where overcrowding reaches 178 percent. Other facilities, including those in Catania, Trapani, Palermo, and Agrigento, have also reported disturbances, including escapes and property damage.
