Sicily's small municipalities face crisis over resources and staff

ANCI Sicilia has issued an alarm regarding the critical state of small municipalities across Sicily, particularly those with fewer than 5,000 inhabitants. During a conference at the Sicilian Regional Assembly, officials highlighted that these 210 municipalities are struggling with depopulation, declining birth rates, and a lack of essential services.

Key challenges identified include insufficient administrative capacity, rigid bureaucratic constraints, and severe staffing shortages. Calogero Puleo, the mayor of Blufi, noted that small towns with fewer than 1,000 residents often operate with minimal staff, frequently relying on part-time employees to manage complex administrative tasks, including those related to the PNRR. Puleo argued that current regulations prevent even financially stable municipalities from hiring full-time staff to improve operational capacity.

Paolo Amenta, president of ANCI Sicilia, called for a strategic shift from regional and national governments. He urged leaders to move beyond merely defending existing structures and instead implement a strategic plan for repopulation, ensuring small towns are central to economic and social development policies rather than being treated as marginal entities.
