Sierra Leone outlines economic diplomacy and modernization priorities
Sierra Leone’s Ministry of Foreign Affairs and International Cooperation has outlined a strategic vision for 2027 focused on diplomatic modernization and economic diplomacy. Newly appointed Minister Mohamed Rahman Swaray stated that the nation’s foreign policy will prioritize translating international relations into tangible opportunities, including trade, investment, technology, and skills development.
Swaray’s reform agenda includes five key pillars: economic diplomacy, peace and institutional accountability, citizen protection and legal migration, diaspora and consular services, and regional and multilateral engagement. He emphasized that diplomatic missions must actively identify investment opportunities and connect partners with domestic institutions, while ensuring that the quality of growth supports national sovereignty and productive capacity.
During bilateral budget discussions for 2027, ministry officials addressed institutional challenges, including the need for substantial rehabilitation of government-owned chancelleries and official residences. Acting Director General Franklyn B. Fawundu noted that delays in releasing operational funds have previously constrained the ability of the country’s 28 diplomatic missions and consulates to meet routine expenses.
