SIGMA AI platform aids Bulgarian investigations into procurement fraud

Bulgaria's Ministry of Innovation and Digital Transformation is utilizing a new AI-powered platform called SIGMA to assist the Ministry of Interior and the State Agency for National Security in investigating public procurement irregularities.

Minister Ivan Vasilev reported that the SIGMA platform, which was launched in June, can process massive datasets in days that would otherwise take thousands of man-hours. The system has already analyzed approximately 193,000 contracts valued at over 51 billion euros, including 11,700 contracts involving 176 companies.

A major investigation highlighted by the platform involves a procurement for capes initiated by the Road Infrastructure Agency in April 2022. Originally valued at 253 million BGN, the contract total rose to over 400 million BGN following indexation. The analysis revealed that three associations and one company secured 99.6% of the funds.

SIGMA identified several conflicts of interest, including companies owned by a father and son registered at the same address, and connections between winning bidders and political figures. The findings, which include links to a spouse of a local councilor and a former financial director of a winning firm who later became the head of the Road Infrastructure Agency's board, have been handed over to investigative authorities.
