He served as the President of the Bank of Estonia from 1991 to 1995, where he was a key architect of the country's monetary reform and the introduction of the Estonian kroon. His political career included roles as Minister of Foreign Affairs, Minister of Finance, and Prime Minister of Estonia from 2002 to 2003.

On the international stage, Kallas was the first Estonian to serve in the European Commission. He held several high-level positions in Brussels between 2004 and 2014, including Vice-President of the European Commission and Commissioner for Transport. During his tenure, he was instrumental in shaping European transport policies and infrastructure projects.
