Silva Federation warns Romsilva reorganization threatens national security

The Silva Federation of Forestry Unions has formally petitioned Romania’s Supreme Council of National Defense (CSAT) regarding the planned reorganization of Romsilva, the state forest management company. The federation warns that the restructuring, mandated by Government Decision no. 123/2026, could jeopardize state forest assets and national security.

The Ministry of Environment, Waters and Forests intends to reduce the number of Romsilva’s forestry directorates from 41 to 19. However, the Silva Federation claims this decision was made without professional impact assessments or economic, social, or functional analyses. They further argue that the reorganization was rushed before the completion of an independent organizational audit.

According to the federation, the independent audit evaluated seven scenarios based on 14 criteria, including economic, territorial, governance, and environmental factors. The audit identified a 26-regional-directorate structure as the optimal model, contradicting the ministry’s proposed 19-directorate plan. The union asserts that the current reorganization plan could disrupt long-standing operational relationships and poses a risk to natural resources, which they argue constitutes a national security concern under existing laws.
