Silwan hotel proposal sparks settlement expansion concerns

The Israeli organization Ir Amim has raised alarms regarding a proposed 39-room hotel project in the Wadi Rababa area, located on the edges of the Al-Thawri neighborhood in Silwan. The local planning and building committee in Jerusalem is scheduled to review objections to plan number 1248970, which covers approximately 2.4 dunams.

Ir Amim warns that the project may be linked to settlement expansion efforts. The proposed site sits directly adjacent to ‘The House in the Valley,’ a facility managed by the Elad settlement association. Critics note that while the hotel is officially proposed by two Palestinian brothers who claim to have purchased the land, the Jerusalem Municipality has also joined them as a co-applicant—a move described as unusual for private sector projects.

The organization points out that the area is a Palestinian neighborhood characterized by poor infrastructure and crowded public spaces, making a hotel development atypical. There are concerns that the project could serve as a new link in a network of sites managed by settlement groups, potentially utilizing the nearby Elad-managed facilities for easier access than the existing local road network allows.
