Sinaloa lawmakers propose State Atlas of Missing Persons

Movimiento Ciudadano representatives Sergio Esquer and Deputy Elizabeth Montoya have presented an initiative to the Sinaloa Congress to create a State Atlas of Missing and Unlocated Persons. The proposal aims to address the rising crisis of disappearances in municipalities such as Culiacán, Mazatlán, and Navolato by providing georeferenced statistical data.

The initiative seeks to amend local law to mandate the development of a public, interactive digital platform managed by the State Search Commission. Key features of the proposed atlas include a real-time risk map to identify high-incidence zones and highways, a requirement to register new cases within 72 hours, and updates on localization status within 24 hours. The platform is intended to allow families and search collectives to contribute information while maintaining strict protocols to protect victim identities and prevent re-victimization.
