A central claim in the investigation involves the 2021 election in Sinaloa, where a purported hitman for the Sinaloa Cartel described how the organization allegedly ensured the victory of Rocha Moya. This follows previous accusations from U.S. prosecutors in April 2026, who accused the former governor of involvement in drug trafficking and collaborating with the Sinaloa Cartel, allegations which Rocha Moya has denied.
