Sines targets EU AI gigafactory status amid licensing reforms

Portugal is positioning Sines as a potential hub for a European Union AI gigafactory network. The region offers competitive energy costs and renewable resources, attracting interest from German industry seeking to alleviate Europe’s structural deficit in large-scale data centers and computing capacity.

However, a critical deadline of November 12 looms for the submission of the Sines candidacy. German investors have identified administrative delays and slow licensing processes as primary risks. To address such bottlenecks, the Portuguese government has announced plans to implement Artificial Intelligence to accelerate licensing procedures. Minister Gonçalo Matias stated that AI could reduce the time required for certain processes from four years to as little as eight months by automating instructions and improving coordination between entities.

The government aims to integrate these AI-driven efficiencies into the Construction Code and the Public Contracts Code starting October 1. While acknowledging that Portugal’s AI development currently lags behind leaders like the US and China, officials are focusing on simplifying digital processes and supporting small and medium-sized enterprises in adopting these technologies.
