Singapore announces housing and family policy shifts in NDR 2026

In his 2026 National Day Rally speech, Prime Minister Lawrence Wong announced several policy shifts aimed at supporting families and improving housing accessibility in Singapore.

Regarding housing, the government will increase income ceilings for public housing and Executive Condominiums (ECs) to account for wage growth. Additionally, starting in February 2027, first-timer families with children will receive one additional Build-To-Order (BTO) ballot chance for every Singaporean child aged 18 and below to help them secure flats sooner.

On social policy, the government will fully absorb costs incurred by employers due to additional parental leave. Community leaders, including the President of the Singapore Tamil Teachers’ Union, noted that this move should encourage employers to be more forthcoming with leave. The National Trades Union Congress (NTUC) also highlighted that these family-centric initiatives are expected to help women better balance career commitments with child-rearing.
