Singapore EMA tenders study for Pulau Tekong energy cluster

The Energy Market Authority (EMA) has launched a tender to study the feasibility of developing an energy infrastructure cluster on Pulau Tekong. The project aims to strengthen Singapore’s energy security and support its energy transition.

The proposed cluster, which could cover approximately 200 hectares of reclaimed land, may include liquefied natural gas (LNG) terminals, hydrogen-ready natural gas-fired power plants, and other low-carbon energy technologies. EMA Chief Executive Puah Kok Keong stated that the cluster would play a vital role in meeting the nation’s growing energy needs if the project materializes.

A consultant is expected to be selected by mid-2027 to conduct a two-year study and develop a master plan. This initiative follows government plans to assess land use on Pulau Tekong, where about 500 hectares of reclaimed land may become available for civilian use after military training space is reallocated.
