Singapore regulator issues show cause notice to Simba
The Infocomm Media Development Authority of Singapore (IMDA) has issued a show cause notice to Simba Telecom, a subsidiary of Tuas Limited, regarding allegations of telecommunications spectrum misuse. The regulator is investigating claims that Simba deployed dynamic spectrum sharing across approximately 133 sites between 2022 and 2023 to provide 4G and 5G coverage using the 2,100 MHz band, despite only being authorized for 5G.
Additionally, the IMDA alleges that Simba used the 2,340-2,360 MHz band at roughly 92 sites without authorization between 2023 and 2026. The notice further claims that Simba deployed 5G indoor radio access network equipment at two locations in 2023 prior to receiving authorization. The regulator has also raised concerns regarding Simba’s governance and compliance culture, suggesting that the failure to produce documents may have been deliberate.
Potential regulatory actions being considered by the IMDA include the suspension or cancellation of spectrum rights, a reduction in the company’s license period, and financial penalties. Fines could reach 10 per cent of Simba’s annual turnover or S$1 million, whichever is higher. Simba has until 16 November 2026 to respond to these allegations.
