Turkey submits 2027 central government budget proposal to TBMM

The 2027 Central Government Budget Law Proposal has been submitted to the Turkish Grand National Assembly (TBMM) by President Recep Tayyip Erdoğan. The budget aims to maintain macroeconomic stability, sustain fiscal discipline, and combat inflation while strengthening equitable income distribution.

Key financial projections for 2027 include central government revenues of approximately 23.4 trillion lira and expenditures of 27.276 trillion lira. The budget allocates significant resources to social welfare, energy subsidies, education, and health. Specifically, education spending is planned at 3.7 trillion lira, and personnel expenses for general budget administrations are projected at 6.3 trillion lira.

The proposal also outlines adjustments for civil servants, including an increase in hourly overtime pay from 16.55 lira in 2026 to 19.85 lira in 2027. Additionally, foreign language course support for certain eligible personnel is set to rise to 4,900 lira per month.

Negotiations within the TBMM Plan and Budget Commission are scheduled to begin on October 21, following a presentation by Vice President Cevdet Yılmaz. The budget discussions are expected to span approximately one month, covering various ministries and regional development administrations.
