Skoda Transtech asks Finnish regulator to halt Helsinki tram procurement

Finnish rolling‑stock manufacturer Skoda Transtech has filed a request with the Competition and Consumer Authority (KKV) to stop the ongoing tram procurement for Helsinki and Vantaa. The company claims the procurement process was altered at the final stage, that the evaluation was not impartial, and that the winning bidder, Stadler of Poland, received favorable treatment. Skoda Transtech’s own offer was €264 million, while Stadler’s proposal is €332 million, exceeding the project budget.

The dispute follows earlier legal challenges: a market court dismissed Skoda Transtech’s appeal in spring, and the Supreme Administrative Court refused to grant a cassation request in June. The authority also raised the maximum contract price by €60.9 million, from an original €270.7 million to €331.6 million.
