Skopje Parliament Drops “Shkupi 2028” Law
Parliament Chairman Afrim Gashi removed the proposal law for implementing the “Shkupi – European Capital of Culture 2028” project from the agenda of the 119th session. The proposal would have enabled the city of Skopje to create a special foundation that would be exempt from the Public Procurement Law while carrying out procurements for the cultural‑capital project.
Opposition deputy Talat Xhaferi condemned the move, saying it breaches the Assembly Rules because only the proposers may alter the agenda. Gashi responded that the rules permit calling an urgent session and that the removal was lawful.
