Slovak Prosecutor General Maroš Žilinka Sends Report Criticising Government

Prosecutor General Maroš Žilinka signed and delivered a 240‑page report on the prosecutor’s office activities for 2025 to the Slovak National Council. The document, presented shortly after President Zuzana Čaputová’s parliamentary address, sharply criticises the government’s handling of legislation, describing a decline in the quality of the legislative process, shortcuts in law‑making, and the bypassing of standard public consultation. Žilinka argues that limited time for reviewing bills has led to poorer legal texts and problematic application, weakening the rule of law and predictability of the legal system.

The report also references Žilinka’s earlier use of paragraph 363 to halt prosecutions of former Prime Minister Robert Fico, former minister Robert Kaliňák, former interior minister Tibor Gašpar, businessman Norbert Bödör and later MP Martin Borguľ, actions that had drawn criticism from opposition figures and the president. Now, Žilinka’s assessment turns into a direct indictment of the current administration’s approach to law‑making and anti‑corruption efforts.
