Slovenia enacts Skok Law to combat corruption and organized crime

Slovenia has enacted the Skok Law, a new legislative framework designed to enhance the prosecution of corruption and organized crime. The law aims to create a specialized and institutionally linked chain of bodies, spanning from the initial investigation to final judicial decisions in high-stakes economic and criminal cases.

Key structural changes include the transformation of the Specialized State Prosecutor's Office into the Skok prosecution body and the establishment of a new dedicated court for these matters. The legislation also redefines the catalog of criminal offenses and modifies procedures for appointing and evaluating state prosecutors. The law is scheduled to come into full effect on July 1, 2027.

Justice Minister Mihael Zupančič stated that the law provides better working conditions and clearer competencies for bodies such as the National Investigation Office. While legal expert Matej Avbelj described the law as a step in the right direction, members of the judiciary and prosecution have voiced criticisms, arguing that the solutions are not sufficiently sophisticated to ensure more effective prosecution.
