Slovenia evaluates impact of Šutar Law one year after tragedy

Nearly one year after the death of Aleš Šutar in Novo mesto, the effectiveness of the so-called Šutar Law is under scrutiny. The legislation, passed by the National Assembly on November 17, 2025, was designed to enhance public safety, expand police powers, and accelerate legal proceedings following widespread protests triggered by the fatal incident.

While the police report a decrease in public order violations, the Ministry of the Interior acknowledges that the law has not fully achieved its intended goals. Challenges remain, including legal complexities, increased administrative burdens, and difficulties in prosecuting certain offenders.
