Slovenia repeals hybrid work guidelines for public employees

The Slovenian government has repealed the 2022 guidelines regarding hybrid work models for state administration employees. These previous guidelines recommended a '1+2+2' model, suggesting one day of remote work, two days in the office, and two days by agreement with a supervisor.

While the central government guidelines are no longer in effect, remote work is not abolished. Under the Employment Relationships Act (ZDR-1), remote work remains possible, but it is not an automatic right. Instead, individual government bodies and ministries must now establish their own internal rules and negotiate remote work arrangements through contract annexes, provided the work process allows for it.

Previously, adoption of remote work varied significantly across ministries. For example, high rates of remote work were seen in education and science (approximately 90%), while the Ministry of Defence had a much lower rate, with only about 26% of employees having such arrangements.
