Slovenian Culture Ministry Blocks Funding for Public Dance Institute

The Slovenian Ministry of Culture has refused to provide financial support to the Public Institute for the Development of Contemporary Dance (ZRSPU), arguing that the state budget cannot responsibly guarantee long‑term financing. The ministry cited a lack of earmarked funds despite the allocation of 560,000 euros designated as startup funding, of which 40,000 euros have already been paid by the Municipality of Celje. The institute’s acting director, Simon Kardum, points out that the funds are listed under the budget line for artistic programmes in public institutions and are linked to national cultural strategy documents for 2024‑2031, but the ministry claims they are not specifically bound to ZRSPU.

The dispute centres on the ministry’s alleged use of vague fiscal arguments to block the institute’s operation, while contractual and strategic documents confirm the entitlement to the allocated resources. The situation highlights tensions between cultural policy implementation and government budgetary decisions in Slovenia.
