Slovenian culture ministry freezes payments to NGOs, prompting political showdown

The Ministry for Culture announced that, pending an autumn budget re‑balancing, it will not accept new payment requests from NGOs, independent artists and festival organisers, even for projects already approved under signed contracts. The ministry cited an €8.9 million shortfall in its 2026 budget as the reason for the temporary suspension.

Opposition parties, led by the Levica parliamentary group, accuse the ruling SDS‑led government of using the funding freeze as a tool to discipline and silence cultural actors perceived as unfriendly to the coalition. Levica demanded an urgent session of the culture committee to demand explanations for the suspension of contractual payments and the timing of the move before the budget re‑balance.

The freeze threatens a range of cultural events, including the Glasbe sveta festival in Nova Gorica, the international Sajeta dance festival in Tolmin, and other concerts, exhibitions and workshops already in preparation. Critics warn that delayed or cancelled payments could damage the credibility of Slovenian cultural institutions and jeopardise future European co‑funding.
