Slovenian public sector unions propose VAT reduction with safeguards
The Confederation of Public Sector Trade Unions (KSJS) has submitted a legislative proposal to the Slovenian National Assembly to amend the Value Added Tax (VAT) Act. The proposal seeks to lower VAT rates on basic foodstuffs and energy products.
To ensure that tax savings are passed on to consumers, the KSJS includes specific safeguards designed to prevent retailers from increasing their profit margins instead of lowering prices. General Secretary Martina Vuk stated that these mechanisms are necessary to ensure the tax cuts are reflected in consumer wallets, citing experiences in Croatia as a cautionary example.
The proposal has met with criticism from Sebastijan Jeretič, director of UKOM, who described the timing and nature of the proposal as manipulative. Meanwhile, the Chamber of Commerce and Industry of Slovenia maintains that additional safeguards are unnecessary, arguing that the competitive nature of the food market will naturally drive prices down following a VAT reduction.
