Slovenian unions seek referendum on ZIURS development measures

Slovenian labor unions have launched a major campaign to trigger a legislative referendum regarding the Act on Intervention Measures for the Development of Slovenia (ZIURS). Unions began collecting the required 40,000 signatures on September 1, with reports indicating they quickly surpassed 47,000 signatures in the initial phase.

The ZIURS is a comprehensive legislative package affecting various sectors, including payroll taxation, pensions, long-term care, labor relations, and healthcare organization. A central point of contention is the proposed ‘development cap,’ which aims to reduce social security contributions on monthly gross salaries exceeding 7,500 euros. Proponents argue this measure will lower labor costs for highly qualified professionals and boost economic competitiveness. Conversely, unions argue the reform primarily benefits the highest earners and entrepreneurs while creating significant gaps in public treasury funds.

Political figures have weighed in on the dispute. Jože Mežan, supported by SDS lawmaker Jelka Godec, criticized union members for supporting leadership that he claims prioritizes privileges over broader economic prosperity and higher net wages.
