SNAP participation declines following federal policy changes

SNAP participation is declining across the United States following the enactment of H.R. 1, also known as the ‘One Big Beautiful Bill Act’. The legislation has introduced stricter work requirements, shortened benefit durations, and shifted a larger portion of administrative costs to state budgets. Under the new law, states must now cover 75% of administrative expenses.

Data from the U.S. Department of Agriculture indicates that over 330,000 Americans lost access to the program between May and June. Nationally, participation has dropped by approximately 13% over a recent period, while Maryland saw a 6% decline.

As states prepare for additional financial responsibilities, including a scheduled shift of a portion of benefit costs to states in fall 2027, Congress is considering proposals to delay these new cost-sharing requirements. Advocates warn that the changes are stretching charitable food systems thin, particularly in regions like Connecticut, which faces high food insecurity rates.
