Maranhão Court annuls Gusttavo Lima contract over overpricing

The Maranhão Court has annulled a R$ 1.2 million contract signed by the São Luís City Hall for a performance by singer Gusttavo Lima during the city's 413th anniversary celebrations in September 2025. Judge Douglas de Melo Martins ruled that the contract involved overpricing and financial irregularities.

Specifically, the court found that the municipality paid R$ 300,000 more than what the same company, Balada Eventos e Produções Ltda., charged for a performance by the same artist in Petrolina, Pernambuco. The judge also noted that the price research conducted by the Municipal Secretariat of Culture was insufficient, as it relied on invoices from private corporate events rather than comparable public contracts.

Furthermore, the ruling identified irregularities in the payment terms. While the initial proposal required split payments, the final contract allowed for full payment to be made up to ten days before the event. The municipality had issued the payment order on August 20, 2025, nearly three weeks before the show took place on September 8. Because the event was successfully held and attended by the public, the court ordered the company to refund only the R$ 300,000 difference rather than the full contract amount.
