São Paulo bans chaining of dogs and cats

The state of São Paulo has implemented Law No. 18.184, which prohibits the chaining of dogs and cats throughout the region. The legislation defines chaining as any method of restricting an animal's freedom through chains, ropes, or similar devices that prevent free movement. It also forbids keeping animals in inadequate housing that poses risks to their health or life, or spaces incompatible with their size.

While the law allows for temporary use of restraints in specific, momentary situations, animals must still have access to adequate shelter, clean water, food, hygiene, and minimum mobility. Violations can lead to civil and criminal liability under environmental protection laws.

In the municipality of São Paulo, local regulations reinforce these duties. Non-compliance can result in administrative sanctions, including fines of up to R$ 37,000.00, as well as civil responsibility for rescue and veterinary costs. Criminal penalties may apply under federal law, with potential prison sentences of up to five years.
